Radin's ability can still activate during the first roll of the game, where players are deciding turn order. If two or more players tie for a high roll, and more rolls must be made, Radin's ability has the chance to activate again. There is no limit to the number of times that this may happen.
Radin's ability only affects enemy champions. In regular games, every other champion besides Radin is an enemy champion. In a team game, allied champions must be declared before the first roll is made to determine turn order. Any temporary or unofficial alliances after that will not count.
